Overview

The City has conducted extensive community engagement over the last three years. The FGPU’s public engagement strategy involved extensive outreach, as detailed in the project’s Revised Community Engagement Plan and on the project’s website. This website also includes an archive of meetings, a project schedule, project materials, and upcoming meetings related to the FGPU. Three phases of outreach have been completed during the process of developing the FGPU, which began in August/September 2020, March/April 2021, and December 2021 through October 2022, respectively. Other methods of community outreach included eight virtual webinars on Zoom (interpretation was offered in Spanish); nine set office hours that allowed community members to call the City to ask questions via telephone; online surveys via the MetroQuest platform; and stakeholder interviews with citizens, developers, Council members, Planning Commissioners, Housing Commissioners, National City staff, community leaders, and the Chamber of Commerce, among others, via virtual platform. Draft documents, including draft elements, the draft CAP, and the draft HNC Program, were posted to the City’s website for public review and comment; comments were collected via email. Events and notices were marketed via the City’s email listserv, FGPU stakeholder list, and the City’s social media sites will be used to share the dates and times of outreach events and opportunities to get involved. The City mailed two notices, in English and Spanish, to every property owner in National City.

Stakeholder Interviews

The project team conducted interviews with stakeholders in the General Plan Update process. Stakeholders may include citizens; developers; Council members; Planning Commissioners; Housing Commissioners; National City Staff; community leaders; and Chamber of Commerce, among others. The interviews will be conducted over a digital meeting platform.

Record of Office Hours

The project team held telephone office hours where interested persons can could ask questions or discuss the project. Both English and Spanish-speaking staff were available during these times. Office Hours provide the opportunity for individuals who could not attend a webinar (or have limited access to a digital device) to learn about the project and offer feedback.

The City of National City is conducting a Focused General Plan Update and a Climate Action Plan Update. The General Plan serves as the guiding document for achieving the community’s vision for the future. The General Plan was last updated in 2011. Since then new state legislation and other regional and local changes have taken place. The Focused General Plan Update will provide residents and businesses the opportunity to shape the future direction of the City.

The elements of the General Plan that are being updated are: Land Use and Community Character, Circulation (Transportation), Safety, and Housing Element. The City’s Climate Action Plan is included in the update, as well. Climate Action Plans are comprehensive roadmaps that outline the specific activities an agency will undertake to reduce greenhouse gas emissions (GHGs). The integration of land use, transportation, and housing is important in the strategy of GHG reduction, which is why the City is taking a wholistic approach in updating these elements in conjunction with updating the Climate Action Plan. 

The House National City Program will develop new floor area ratio (FAR) opt-in regulations that will create new homes for the community in areas zoned for multi-family and mixed-use. Additionally, it will provide new affordable homes near bus and trolley stops, known as Transit Priority Areas, generating community benefits that will uplift the quality of life for all residents.
