Pre-Registration
If you are 16-17 years of age, you are now able to pre-register to vote in the State of California. This means when you turn 18 you will already be registered and can vote in the election following your 18th birthday.
The new online pre-registration applies to California youth who are 16 or 17 and meet the following criteria:
- A United States citizen and a resident of California,
- Not currently serving a state or federal prison term for the conviction of a felony (for more information on the rights of people who have been incarcerated, please see the Secretary of State's Voting Rights: Persons with a Criminal History), and
- Not currently found mentally incompetent to vote by a court (for more information, please see Voting Rights: Persons Subject to Conservatorship).

Current City Council:
Elected At-Large: Mayor Ron Morrison

Elected District 3: Councilmember Ditas Yamane (Term expires November, 2026)
Elected At-Large: Councilmember Marcus Bush (Term expires November, 2024)
Elected At-Large: Councilmember Jose Rodriguez (Term expires November, 2024)
Councilmembers for Districts 2 and 4 have not yet been elected by the voters. November 2024 will be the first election the registered voters of these districts will elect their representative for their districts.
Every ten years, local governments use new census data to redraw their district lines to reflect how local populations have changed. Assembly Bill 849 (2019) requires cities and counties to engage communities in the districting process by holding public hearings and/or workshops and conducting public outreach, including to non-English-speaking communities.
On December 21, 2021, the National City Council voted to change the way City Council members are elected, transitioning from at-large elections for City Council members, creating districts within the city and adopting a district boundary map. The City of National City began the districting process using the 2020 federal census data.
Several public hearings were held from January through early 2022. The final map incorporates the public’s input and defines the four (4) City district boundaries. The district boundary lines will impact how residents elect their Council members for the next 10 years.

How to Run for Office:
There are 2 different types of elected offices held in National City:
Mayor
City Councilmembers (by District)
The elections in National City are non-partisan and are for a term of four-years in accordance with National City Municipal (NCMC) Code 2.77 By-District Elections for City Councilmembers Districts 1-4. The Mayor is elected at-large (citywide).
Term Limits:
- Mayor - no more than three consecutive terms (NCMC 2.72.010)
- Councilmember: no more than three consecutive terms (NCMC 2.73.010)
Lifetime Terms of Office for All Elected Officials in the City: No more than six terms in all elected offices combined. Effective after June 5, 2018 (NCMC 2.73.020)
ELIGIBILITY REQUIREMENTS
Qualifications to Run for Local Office in National City:
1. You must be a U.S. Citizen and at least 18 years old.
2. Resident of National City and the District for which you qualify for.
3. Verifiable Registered Voter at the address within the District provided when Nomination Papers are filed.
4. Termination of Residency in a District by a Member of the City Council Elected by-District shall create a vacancy for that City Council District per NCMC 2.77.060
NOMINATION PROCESS
Nomination Period has closed for the November 5, 2024 Election.
CAMPAIGN STATEMENTS
Candidate Intention Statement (Form 501) can be filed before the Candidate Nomination Period in the Office of the City Clerk at anytime without an appointment. If applicable you will also file the Statement of Organization Recipient Statement (Form 410) with bank account information with the Secretary of State and a copy with the City Clerk. Q Nomination Papers – Who may sign?
A Any person residing within the City of National City and registered to vote in National City may sign a Candidate’s Nomination Papers, including the Candidate may sign their own Nomination Papers. Elections Code 10220.
**If Candidate is running for a seat representing a District, the person signing the nomination papers must also live and be a registered voter within that same District.
Q Are the Mayoral and City Council positions partisan or non-partisan?
A City elected positions are non-partisan, meaning candidates do not have to declare a political party in order to run for office. Elections Code 334
Q Nomination Papers – How many signatures are required?
A A minimum of 20 and a maximum of 30. Elections Code 10220.
Q Do I have to wait until the nomination filing deadline to turn in my nomination petition and other forms?
A No, you may turn in the forms as soon as they are complete during the nomination period. Candidates are encouraged to make an appointment with the City Clerk to file nomination papers. Candidate Statements are confidential until the conclusion of the nomination period. Make appointment with the City Clerk to submit petition and other paperwork. It is all received at the same time.
Q If I have turned in my Nomination Paper and I want to obtain additional signatures can I get it back?
A Once a Nomination Paper is filed with the Elections Official (City Clerk), the Nomination Paper may not be returned to the candidate to obtain additional signatures. Elections Code 10221
Q What are the dates for the Nomination Filing Period?
A Not before 113 days prior to the Election and not later than 88 days prior to the Election. Contact the City Clerk’s Office for dates and deadlines. (e.g. July 15 through August 9, 2024)
