The Building Division protects the public’s health and safety by reviewing each building project for conformance with the requirements of adopted codes and by providing applicants with comprehensive direction on needed plan modifications. The Division also performs periodic inspections of all building projects to confirm construction is in accordance with the approved plans and all applicable codes and standards.
The City of National City uses the 2022 California Building, Electrical, Mechanical, Plumbing, Energy, Fire, Residential and Green Codes as adopted by the State of California Building Standards Commission.

Streamlined Residential Solar and Energy Storage System Permits
National City’s Building Division is happy to announce its partnership with Symbium for instantaneous residential Solar and Energy Storage System permits. Symbium is a web-based program that reviews residential Solar plans for code compliance and, if approvable, can issue a permit instantly. All of National City’s residential Solar and Energy Storage System permits will now be exclusively processed through the Symbium portal. The Earthquake Brace + Bolt program was created by the California Residential Mitigation Program (“CRMP”). Earthquake Brace + Bolt offers up to $3,000 for homeowners to seismically retrofit their houses. To be considered for participation in the program once registration opens, homeowners can apply for grants online during open registration, which extends from January 10 through February 21, 2024. Homeowners must complete the qualification questionnaire located on the website at www.californiaresidentialmitigationprogram.com.
