Advance Planning considers the future development of the City. The following are National City’s major advance planning efforts:
- General Plan - the primary long range planning document that guides the development of the City. The City is currently working on a Focused General Plan Update, which includes updating the Housing, Safety, Circulation, and Land Use Elements, as well as the Climate Action Plan.
- The 150 acre Downtown Specific Plan focuses on the central core of the City, keying on the intersection of National City Boulevard and 8th Street where high rise residential and mixed use buildings are envisioned. The plan provides opportunities for approximately 5,500 residential units.
- The Harbor District Specific Area Plan (PDF) focuses on that portion of the City’s coastal zone south of Bay Marina Drive. The areas close proximity to Paradise Marsh, a unit of the Sweetwater Marsh Wildlife Refuge, requires that careful resource based planning occur.
The Advance Planning Division also participates in local and regional working groups in order to ensure consistency of the City's goals with other regional efforts throughout San Diego County.
