What We Do:
The City of National City employs Code Conformance Officers on a seven day workweek who enforce the City’s Municipal Code. Our staff is dedicated to providing timely service when it comes to our City’s appearance and Land Use Code.
Many citizens also contact the City with complaints that are civil in nature such as, a neighbor’s tree overhanging to another property or property line disputes. The City’s jurisdictional authority doesn’t allow involving itself with these issues or concerns.
Our Most Common Violations Include:
• Accumulation of junk, trash & debris
• Abandoned buildings
• Overgrown weeds and vegetation (FPS)
• Non-permitted vendors
• Business Licenses (Finance)
• Persons/business operating outside of intended use or prohibited use
• Abandoned residential properties
• Nonconforming signs/ Excessive signage
Trash Containers Regulations
Did you know? The City of National City has an ordinance that makes it unlawful for a property owner or any other person having control of the property, within the city limits to place the trash recycle containers at curbside, alley or public right of way prior to 4 p.m. on the day prior to the scheduled collection. Containers shall be removed prior to noon on the day following collection day.
It is also required that all trash and recycle containers be kept securely closed in such a manner as to prevent the scattering of the contents thereof and to render such contents inaccessible to insects, rodents and other animals. Persons responsible for the cleanup of any spillage or debris resulting from such placement or from collection activities.
Encampment Clean Up and Homeless Assistance
Our Code Conformance Officers work diligently with the National City Police Department to effectively address the dangers and the debris associated with homeless encampments. It is our goal to maintain a clean and secure environment within the City for all to enjoy. Simultaneously, we strive to extend support to individuals in need through our partnership with the Alpha Project.
Push Cart Vendors & Sale of Merchandise
It is unlawful for any person to conduct business in the city without a valid business tax license. (6.04.260)
Except upon the issuance of a permit issued pursuant to Chapter 15.60 or as provided in Section 10.22.040(B), it is unlawful to sell or display any merchandise upon or within a public sidewalk or right-of-way, any public park or any other public property. (10.22.040)
It is also unlawful to sell merchandise from a pushcart except pursuant to a permit issued by the city council. An identifying decal issued by the finance director shall be affixed to each licensed pushcart. (10.22.050)
