National City has implemented a convenient web-based inspection tracking system that will allow you to schedule an inspection and track real-time results of a completed inspection via your cell phone, tablet, or computer at any time, day or night. To schedule an inspection, follow the link below. You will first need to create a user account which can be used for future permits as well. After creating of your account, you will be able to create a new inspection request. The following information will be required in order to complete the inspection request:

  • Name
  • Job Address
  • Contact Information (Email and/or Phone Number)
  • Date of Inspection
  • Inspection Type
  • Permit Number
  • Select if the inspection is for a Commercial or Residential property

Inspections must be requested 24 hours in advance. Inspections are conducted during the approximate hours of 9:00am – 12:00pm and 1:00pm – 4:00pm, Monday – Thursday, inspections are not conducted on Fridays.

 

INSPECTORS OFFICE HOURS

Field inspectors are available to answer questions related to projects under construction from 7:00 a.m. – 8:30 a.m. and 5:00 p.m. - 6:00 p.m., Monday through Thursday.

 

AT TIME OF INSPECTION

Upon obtaining a building permit, you will also receive a Building Inspection Record card and a set of approved plans. Both the inspection record card and the approved plans must be maintained on the job site, and both must be made available to the inspector at time of inspection or as requested.

Is the duty of the person doing the work authorized by a permit to notify the Building Division that work is ready for inspection, and it is also the duty of the person requesting inspection to provide proper access and means for the inspector to inspect such work. as the inspectors do not carry ladders or special tools.

When the inspector has completed an inspection of a particular phase of the construction, they will note the results on the inspection record card. If the inspector finds the work is satisfactory, work may continue to the next phase of the project. However, if the inspector finds the work deviates from the approved plans, specifications, or is in violation of the adopted building codes and standards, a correction notice will be posted on the job site. Re-inspection of the corrected work will be required before moving to the next phase of construction or as allowed by the inspector.

 

INSPECTION TYPES

The following represents general information to serve as a guide for typical inspection types.

  • FOOTINGS/REINFORCING/SETBACKS – When trenches are excavated, forms are set and reinforcing steel and hold down bolts are in place, prior to pouring of any concrete.
  • FRAMING – When all framing is completed including, fire blocking, bracing, roof sheathing (except where roofing is designed as a diaphragm) is in place, all rough plumbing including vents, chimneys and piping is placed; all rough electrical inducing, outlets panels is in place; and all mechanical including ducts, shafts piping is in place. (Note: gas lines to be under pressure and plumbing filled with water)
  • CONCRETE SLAB OR UNDER-FLOOR – When all in-slab or under-floor building service equipment, conduit, piping accessories and other ancillary equipment items are in place, but before any concrete is placed or floor sheathing installed, including sub-floor.
  • DIAPHRAGM/SHEAR – When framing is complete and shear walls and roof sheeting are in place, but before other trades such as electrical, plumbing or mechanical, are complete.
  • INSULATION – When completely installed in the required wall and ceiling or attic spaces, prior to concealment. (Insulation certificate will be accepted in lieu of this inspection for single-family dwellings or duplexes).
  • LATH OR DRYWALL/GYPSUM BOARD – To be made after all lathing and drywall/gypsum board, interior and exterior, is in place, but before gypsum board joints and fasteners are taped and finished, or stucco or veneer is applied.
  • FINAL INSPECTION– When the building is completed, including grading, landscaping, and other requirements of code or special conditions.
  • SPECIAL INSPECTIONS may be required for various types of work.

 

ELECTRICAL INSPECTIONS

  • TEMPORARY POWER POLES When pole is installed, grounded, and prior to energizing.
  • GROUNDWORK– When trenching is completed and conduit is placed, prior to backfill.
  • ROUGH WIRING– When all equipment, boxes, and wiring is in place, prior to concealment of any work.
  • FINAL– After all fixtures, receptacles, switches, sub-panels, and circuits are installed, identified and prior to energization by the utility company.

 

PLUMBING INSPECTIONS

  • UNDERGROUND – When all underground waste and vent and/or supply piping is installed, and under test.
  • TOP OUT AND/OR ROUGH – When the waste piping is complete and all vents are through the roof and under water pressure test.
  • SUPPLY PIPING – When all supply piping is complete and under test.
  • SHOWER PAN – When the shower pan, drain assembly, and necessary piping has been completed and under water pressure for test.
  • CONNECTING TO SEWER LINES – When all piping is completed and under water pressure for test.
  • WATER HEATERS/VENTS – When the appliance is installed, all vents and piping connections are completed and when the pressure relief and/or temperature valves are installed and terminated.
  • GAS PRESSURE TEST– When all piping and equipment is installed and under air pressure for test.
  • FINAL– When the above piping, fixtures, equipment, and vents have been completely installed/tested and the entire building system is ready for the utility company’s service.

 

MECHANICAL INSPECTIONS

  • ROUGH HEATING AND AIR CONDITIONING – When all ducts, dampers, piping, rough electrical is installed, however, prior to concealment.
  • FINAL – When the above has been completed, installed/tested and the entire building system is ready for the utility company’s service

 

SWIMMING POOL/SPA/HOT TUBS INSPECTIONS

  • REINFORCING STEEL - When the pool or spa excavation is complete, and all the reinforcing steel is placed including electrical bonding.
  • GROUND WORK – When the plumbing and electrical work is complete and plumbing work is under water or air pressure test.
  • FENCES/GATES (PRE-PLASTER) – When the gunite and all pool work is completed, but prior to any water in the pool.
  • FINAL INSPECTION– When all work related to the pool/spa/hot tub is completed, safety features installed and is ready for use. Commercial/Multi-family pools require approval from the San Diego County Department of Environmental Health and Quality prior to final inspection.

 

FINAL OCCUPANCY INSPECTION – ALL BUILDINGS

  • When all the required construction has been completed and all city departments, divisions, and outside agencies (if any) having input on the project have submitted their approvals or releases and a Final Inspection Business License Verification Form has been received for all contractors that performed work on the project, a final inspection may be scheduled with the building division. If the work is found satisfactory and in conformance with the approved plans, the Inspection Record Card will be signed as complete (Final). For newly constructed buildings, a Certificate of Occupancy will be issued.

No building or structure shall be used or occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be made until all required approvals described above have been issued.

 

Please note, the Building Official may make or require additional inspections as deemed necessary to assure compliance with the approved plans, specifications, standards, and the adopted building codes and ordinances of the City and other regulations, state and federal.
