The Consolidated Annual Performance Evaluation Report (CAPER) is the annual performance report provided to the federal Department of Housing and Urban Development (HUD) describing the City of National City’s outcomes for the federally-funded Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs.
