A Neighborhood Action Plan (NAP) is an action-oriented document for helping residents, businesses, and property owners improve their neighborhoods. NAPs are developed as a way to implement long-range planning goals found in the City’s General Plan or Specific Plans. The City’s General Plan identifies city-wide and broad neighborhood-based issues and includes long-range goals, policies, and implementation measures to address those issues. More specifically, the Westside Specific Plan (WSP) focuses on the particular concerns of the Old Town neighborhood.
