The City of National City is seeking input from community members to guide the development of regulations for commercial cannabis businesses. The City Council has directed staff to develop a draft ordinance that could permit and regulate up to 3 commercial cannabis businesses within the City, which could include a combination of retailers, cultivation, manufacturing, distribution, microbusinesses and testing facilities. These businesses would only be allowed in the City’s designated Industrial Zones. Cannabis retailers would only be allowed as an accessory use (secondary use) in conjunction with cultivation, manufacturing or distribution.
Each business would be required to enter into a development agreement through which the business would agree to pay a Community Benefit Fee that would provide revenue to the City to address specified community needs. These benefits are yet to be defined and will be negotiated with each business as a part of their development agreement.
The City is seeking input from the community to help guide this process. Specifically, the City is seeking input on the following issues which would be addressed through regulations, development agreements and community benefit fees:

• Programs to be funded through community benefit fees
